Thammasat University rector Somkid Lertpaitoon yesterday said the entire Rangsit campus, covering around 1,700 rai, had been swamped. The university will hold a Big Cleaning Day after Dec 10. The exact date will be made known later, said the rector.
Officials at the Correctional Institute in Pathum Thani yesterday installed three water pumps to eject water from seven detention zones for inmates. Floodwaters receded to 30cm yesterday.
Wichian Thongphum, director of the institute’s inmate development, said floodwaters would be drained out in time for a clean-up operation to begin on Tuesday. Around 3,400 inmates who were moved to prisons in other provinces would be returned soon.

The Bank of Thailand has lowered its economic growth projection for this year to 1.8%,Phone donor scam suspects arrested-hesco bastion, from the previous forecast of 2.6%, as a result of the floods.

The devil is in the detail
However, the BoT expects the economy to expand by 4.8% next year, from a previous projection of 4.1% on the back of the government’s spending in projects to rehabilitate flood-hit areas and to rebuild the country.
The bank’s Monetary Policy Committee met on Wednesday and cut the one-day repurchase rate by 0.25 percentage points to 3.25%, from 3.5%, to boost the economy.

The real estate transaction tax dipped 17%, and the manufacturing index shrank 34.5%. In the previous month, manufacturing expanded 69.2%.
Tourist arrivals in October were 1.4 million, 7% up on the same time last year, compared to growth of 22.7% in the previous month.
Post Today said the negative figures had yet to reflect the full impact of the floods, which inundated seven industrial estates in Ayuttaya and Pathum Thani, and thousands of houses and rice fields in the provinces along the Chao Phraya River from Nakhon Sawan down to Ayutthaya and Bangkok.
Trade and business in inner Bangkok slumped as few Bangkok residents were in the mood to do business or go shopping.
On the western front, the floods inundated Nong Khaem, Bang Khae, and Phasi Charoen districts, which have more than 500 small and medium sized enterprises, while Rama II Road was spared even though some predicted the flood would inundate this important route to the South as well.
Bank of Thailand governor Prasarn Trairatvorakhun said monetary policy would have to be loosened to take into account the floods.
It is the first time the bank has lowered the policy rate this year, which had been rising steadily since December last year to combat inflation.
Other institutions have lowered their economic growth forecasts this year to no more than 2%.
The government is trying to revive the economy, telling the Government Savings Bank to issue loans of up to 15 billion baht to industrial estates to build permanent floodwalls and another 40 billion baht to companies in the flooded industrial estates so they can get on their feet again.
Meanwhile, chairman of the strategic committee for reconstruction, Virabhongsa Ramangkura, has gone to Britain to tell re-insurance companies that Thailand is serious about averting future flood threats, while Deputy Prime Minister and Commerce Minister Kittiratt Na-Ranong went to Japan to persuade investors to continue investing in Thailand.
The cabinet this week also backed a Finance Ministry proposal to allow Honda to import built-up vehicles with no import tariffs after the firm’s factory was inundated by floods.
Post Today said ordinary Thais affected by floods appeared to be getting a poor deal, with the government approving flood relief for affected households of 5,000 baht each, or in cases of total disaster, 30,000 baht.
The newspaper asked why they were not given personal income tax exemptions for a year, or allowed to deduct from tax their expenses in restoring their homes.
Meanwhile, signs are emerging that commercial banks will extend only limited relief to flood-hit businesses.
They are likely to extend the repayment period for those businesses, but withhold approving new loans as many lack adequate collateral or guarantors.

However, the Food and Agriculture Organisation is sure the global rice price will not rise as much as other grains because big rice producing countries such as China and India have brought in abundant rice crops this year. Another UN report warned global grain production is falling due to deteriorating soil conditions caused by fertilisers.

Good afternoon, Ladies and Gentlemen of the Media,
It is a great pleasure and honour for me to welcome the Secretary General to Thailand once again as guest of the Royal Thai Government, and to congratulate him on his re-election as Secretary General for a second term.
Thailand – UN Relations
We discussed the long and productive relations between Thailand and the United Nations. I re-assured the Secretary General that Thailand values our position as a hub for UN agencies in the region, and we will continue to fully support the activities and work of such agencies.
I also underscored the importance that Thailand attaches to strengthening our partnership with the United Nations in all of its three pillars-security, development and human rights.
Flood Situation in Thailand
The Secretary General expressed his interest and concern for the flood situation in Thailand, for which I expressed my appreciation. I emphasized that the Government is working around the clock to helping relieve all flood-affected people in cooperation with the public and private sectors. We are also formulating a long term policy on water management to prevent any future repetition of this crisis.
The Government has promptly transferred, with much appreciation, the relief items contributed by UN agencies to assist flood victims. On this occasion,Thailand’s Water Management to Be Improved to Fight Flooding Situation-Hesco Bastion, I would like to, once again,树池钢格板, thank the United Nations and His Excellency the Secretary General for the continued support and contributions made to the Thai people to help alleviate this crisis.
ASEAN – UN relations
Thailand fully supports and looks forward to even closer cooperation between ASEAN and the UN. We expect to adopt a Joint Declaration on the ASEAN-UN Comprehensive Partnership at the ASEAN-UN Summit in Bali later this week. I also mentioned ASEAN’s aspiration to play a more proactive role on global issues in international fora in which we hope to receive continued support from the UN.
Other Issues
We also discussed many other issues of mutual concern, including peacekeeping, health,荷兰网, and the situation in the region. I reiterated Thailand’s support for the UN’s efforts in promoting international peace and security,Window Screen, particularly through peacekeeping and peace building, in which Thailand has deployed troops and police in various UN operations around the world. I also underscored the great importance that the Thai Government attaches to the issue of health, particularly for vulnerable groups such as women and children.

Phone donor scam suspects arrested

Two people have been arrested for allegedly rigging the telephone lines of several call centres for flood donors and diverting an estimated 5 million baht to themselves, police said.
Rungroj Maddeen,浪型网, 31,Window Screens, and his half-sister Marisa Ranjuanjit, 25, of Nakhon Si Thammarat, have been arrested for their alleged involvement in a phone scam which tricked flood donors into transferring money to their bank accounts. RATTASEEMA PONGSAN
Rungroj Maddeen, 31, and his half-sister Marisa Ranjuanjit, 25, were nabbed after Workpoint Entertainment, a media company, asked the Crime Suppression Division to track down a gang which had tampered with its telephone system to steal the donated money.
The company detected something unusual shortly after it started raising funds for the flood victims on Oct 24 through its television programme Ratcharot Ma Koey.
The audience was encouraged to call the contact centre to donate. But after a week no calls had been made.
A Workpoint Entertainment staff member made a call to the number displayed on the programme and found it had been redirected to an unidentified person who posed as a company representative.
The company changed the telephone number, only for the line to be meddled with again. Losses were estimated at up to 1 million baht.
CSD commander Pol Maj Gen Supisarn Phakdeenaruenart said yesterday the suspects were believed to have tampered with the hotlines of at least two television programmes that raised funds for flood victims.
As well as Ratcharot Ma Koey, news talk programme Khao Khon Kon Khao, was also targetted. Both programmes are aired on Monday to Friday on Mcot Plc’s Channel 9.
Pol Maj Gen Supisarn said the suspects admitted tampering with the phone lines of several other programmes broadcast on local cable television stations.
Mr Rungroj told police investigators that he made off with about 80,000 baht and spent it on drugs and other items.
However, Pol Maj Gen Supisarn said police would have to check with banks to find out how much the suspects had stolen.
Initially police has estimated the total theft amount at about 5 million baht.

Kasikornbank (KBank) projects corporate loan demand for post-flood business recovery will amount to 150 billion baht next year, with itself lending 25% of the total.
Vasin Vanichvoranun, an executive vice-president, said seven sectors are expected to seek major financial support for rehabilitation, including automobiles and auto parts, electronics and property.
KBank expects its share from all of these markets to increase to 25% from 22% now.
So far 1,420 of KBank’s large corporate customers affected by the crisis have asked for additional credit lines worth a combined 15 billion baht.
Mr Vasin said flood-hit customers will not increase non-performing loans thanks to KBank’s relief package offerings, plus most are financially stable enough to continue servicing their debts.
This will help to contribute to revenue growth of 20% from wholesale banking and 22% from fee-based income.

One of the less heralded life- and labor-saving devices of war, it is used on nearly every United States Military base in Iraq as well as on NATO bases in Afghanistan.
Rungroj Maddeen, 31, and his half-sister Marisa Ranjuanjit, 25, were nabbed after Workpoint Entertainment,钢格板, a media company, asked the Crime Suppression Division to track down a gang which had tampered with its telephone system to steal the donated money.
Mr Rungroj told police investigators that he made off with about 80,000 baht and spent it on drugs and other items.
As well as Ratcharot Ma Koey, news talk programme Khao Khon Kon Khao, was also targetted. Both programmes are aired on Monday to Friday on Mcot Plc’s Channel 9.

The company detected something unusual shortly after it started raising funds for the flood victims on Oct 24 through its television programme Ratcharot Ma Koey.
Originally designed for use on beaches and marshes for erosion and flood control, the Hesco Bastion quickly became a popular security device in the 1990s.
A Workpoint Entertainment staff member made a call to the number displayed on the programme and found it had been redirected to an unidentified person who posed as a company representative.
Pol Maj Gen Supisarn said the suspects admitted tampering with the phone lines of several other programmes broadcast on local cable television stations.
The company changed the telephone number, only for the line to be meddled with again. Losses were estimated at up to 1 million baht.
CSD commander Pol Maj Gen Supisarn Phakdeenaruenart said yesterday the suspects were believed to have tampered with the hotlines of at least two television programmes that raised funds for flood victims.
Initially police has estimated the total theft amount at about 5 million baht.
The audience was encouraged to call the contact centre to donate. But after a week no calls had been made.
